    Sheikh Ahmed Sameer

    Vice Chair of Sharia Board

    Sheikh Ahmed Sameer is a respected Islamic scholar, educator, and academic leader with over two decades of experience in Islamic education, Shari’ah studies, curriculum development, and institutional leadership. He currently serves as a Senior Lecturer at the Faculty of Shari’ah and Law at Maldives National University; and at present is pursuing a PhD in Islamic Shari’ah at Islamic University of Maldives. He holds a Master’s degree in Islamic Shari’ah from MNU and a Bachelor’s degree in Islamic Shari’ah from Islamic University of Madinah.


    Throughout his career, Sheikh Ahmed Sameer has played a significant role in academic review, curriculum planning, and national religious development initiatives. He has contributed extensively to Islamic training programs, youth empowerment sessions, and community engagement activities across the Maldives, while also participating in international conferences on Islamic finance, education, and community welfare.

    Sheikh Ahmed Sameer is known for his balanced approach to education and ethical leadership. He brings valuable scholarly insight and practical experience to his role as a Sharia Board Member.

    Dr. Ali Zahir Bin Saeed Qasim

    Dr. Ali Zahir Bin Saeed Qasim is one of the Maldives’ most distinguished Islamic scholars, academics, and Shariah experts, currently serving as the Vice Chancellor of the Islamic University of Maldives. He holds a PhD in Fiqh and Usul al-Fiqh from the International Islamic University Malaysia, a Master’s degree in Islamic Revealed Knowledge and Heritage, and a Bachelor’s degree in Islamic Studies from the Islamic University of Madinah. With over two decades of experience in Islamic education, research, and institutional leadership, he has served in numerous senior academic roles, including Dean of the Faculties of Islamic Studies, Law, and Shariah at the Maldives National University.


    Dr. Ali Zahir has made significant contributions to Islamic scholarship, Shariah governance, and public policy through his research, publications, international conference presentations, and advisory roles. He currently serves as a member of the Supreme Council for Islamic Fatwa of the Maldives, a member of the Supreme Council of the Muslim World League, and a Shariah advisor to several national institutions and Islamic finance entities.

    Recognized with the National Award of Recognition for his contributions to religious awareness, he brings exceptional expertise in Islamic jurisprudence, halal governance, and ethical leadership.

    Sheikh Hassan Moosa Fikree

    Sheikh Hassan Moosa Fikree is a distinguished Islamic scholar, educator, and Shariah specialist with extensive experience in Islamic jurisprudence, higher education, public policy, and community leadership. He holds a Master of Arts in Shari’ah from the Maldives National University and a Bachelor’s Degree in Islamic Shari’ah from the prestigious Islamic University of Madinah, Saudi Arabia.

    Throughout his career, he has served in several key academic and leadership roles, including Head of the Department of Fiqh and Arabic Language at the Faculty of Shari’ah and Law of the Maldives National University, Deputy Director of the Supreme Council for Islamic Affairs, and Director of Uyoon Institute.


    With more than two decades of experience in teaching, Islamic research, curriculum development, public outreach, and Shariah advocacy, Sheikh Hassan has contributed significantly to the advancement of Islamic knowledge in the Maldives. He is a respected lecturer, author, translator, columnist, and public speaker who has represented national institutions in regional and international forums, including halal certification and Islamic policy initiatives.

    As a member of the IHTO Sharia Board, Sheikh Hassan provides expert guidance on Shariah compliance, Islamic ethics, and halal tourism standards, supporting IHTO’s mission to promote credible, ethical, and globally recognized halal tourism practices.

    Sheikh Nimal Mohamed

    Sheikh Nimal Mohamed is a distinguished Islamic scholar, academic, and Shariah expert with extensive experience in Islamic jurisprudence, higher education, and community development. He holds a Master of Arts in Shari’ah from the Maldives National University and a Bachelor of Arts in Shari’ah from the Islamic University of Madinah. Throughout his career, he has held several senior academic and leadership positions, including Dean of the Kulliyya of Islamic Revealed Knowledge and Human Sciences at the Islamic University of Maldives, University Council Member, and Lecturer in Shariah, Islamic Studies, and Arabic language. His contributions to academia, curriculum development, and Islamic research have established him as one of the leading Islamic education professionals in the Maldives.


    Beyond academia, Sheikh Nimal has been actively involved in advancing Islamic knowledge and community welfare through religious lectures, workshops, counselling services, and educational outreach programmes across the Maldives.

    Sheikh Mohamed Sinan

    Sheikh Mohamed Sinan is a distinguished Islamic scholar, educator, and academic leader with extensive experience in Islamic studies, Shariah, higher education, and religious leadership. He holds a Master’s Degree in Islamic Shariah from the Maldives National University and a Bachelor’s Degree in Islamic Studies from the prestigious Islamic University of Madinah, Saudi Arabia. Throughout his career, he has served in several senior academic positions, including Deputy Vice Rector, Director General, and Dean at Zikura International College, as well as Acting Dean and Head of Department at the Maldives National University. He currently serves as an Is-Imaam under the Ministry of Islamic Affairs.


    With over a decade of experience in teaching, curriculum development, academic governance, and community outreach, Sheikh Mohamed Sinan has contributed significantly to the advancement of Islamic education in the Maldives. He has developed numerous academic programmes in Islamic Studies, Quranic Sciences, Imamship, and Islamic Leadership, authored educational materials and Islamic publications, and actively engages in Dawah, public lectures, and religious counselling.

    As a member of the IHTO Sharia Board, he provides expert guidance on Shariah compliance, Islamic ethics, and halal tourism standards, supporting IHTO’s mission to promote authentic and globally recognized halal tourism practices.

    Sheikh Ali Nisham

    Uz. Ali Nisham is a distinguished Shariah scholar, academic, and Shariah governance practitioner with extensive experience in Islamic finance, higher education, and institutional leadership. He holds a Master of Fiqh and Usul al-Fiqh from the Islamic University of Maldives, a Bachelor's Degree in Shariah from the Islamic University of Madinah, and is currently pursuing a PhD in Shariah and Judiciary at Universiti Sains Islam Malaysia.

    With more than a decade of experience in teaching Shariah and Islamic Studies, he has served in key academic leadership roles, including Dean of the Kulliyyah of Shari’ah and Law at the Islamic University of Maldives. His expertise spans Shariah governance, Islamic finance, academic administration, quality assurance, curriculum development, and institutional governance.

    Uz. Ali Nisham currently serves as a Shariah Committee Member of the Islamic Waqf Fund under the Ministry of Islamic Affairs and Endowments, SME Digital, Bank of Maldives Islamic Banking, the Maldives Hajj Corporation, and Allied Takaful (Allied Islamic Window). Through these appointments, he provides strategic guidance on Shariah compliance, governance frameworks, product development, and the implementation of Islamic financial principles.

    As a member of the Shariah Board of the International Halal Tourism Organization (IHTO), Uz. Ali Nisham contributes his expertise in Islamic jurisprudence, Shariah governance, and ethical standards to support the development and promotion of globally recognized halal tourism practices. His work focuses on strengthening Shariah-compliant frameworks, enhancing industry standards, and advancing the growth of halal tourism in line with Islamic values and international best practices.

    Sheikh Shiham Mohamed

    Sheik Shiham Mohamed is an accomplished Islamic scholar, academic lecturer, and Sharia specialist with over eight years of experience in higher education. With academic foundations from the Islamic University of Medina and advanced specialization in Fiqh and Usul Fiqh from the Islamic University of Maldives, he combines traditional Islamic scholarship with contemporary academic research. He is currently pursuing a PhD in Fiqh and Usul Fiqh, further strengthening his expertise in Islamic jurisprudence and Sharia studies.


    He has served in several academic leadership roles, including as a member of the MNU Academic Senate and various institutional management committees, while also contributing as an Editorial Board Member for the IUM Postgraduate Research Bulletin. A respected public speaker and Khateeb, Sheik Shiham Mohamed is actively engaged in community education and religious guidance across the Maldives.

    He is also the author of “Ilmuge Meyvaa Akee Amalukurun” and several scholarly Tafsir works, reflecting his continued contribution to Islamic knowledge and research.

    Sheikh Adam Basheer

    Sheikh Adam Basheer is an Islamic scholar, educator, and Shariah practitioner with academic and professional expertise in Islamic studies, Shariah governance, and Islamic finance. He is currently serving as an Associate Lecturer at The Maldives National University while pursuing a PhD in Islamic Shari’ah. He holds a Bachelor’s Degree in Islamic Studies and a Diploma in Arabic Language from Qassim University, alongside a Master’s in Teaching Islamic Studies from Villa College where he achieved the Dean’s Award for academic excellence.


    Sheikh Adam Basheer previously served as a Shariah Compliance Officer at Ayady Takaful, where he contributed to Shariah advisory, compliance reviews, and Islamic financial product development in line with the guidance of the Maldives Monetary Authority Shariah Council. In addition to his academic and professional roles, he is actively engaged in Islamic outreach, public education, and media programs, bringing practical Shariah insight and scholarly expertise to the IHTO Shariah Board.

    Sheikh Mujuthaba Hameed

    Sheikh Mujuthaba Hameed is a respected Islamic scholar and educator with a strong academic foundation in Islamic theology, Da’wah, and Arabic language studies. He holds a Master’s degree in Da’wah and Islamic Culture from the prestigious Islamic University of Madinah, where he also completed his undergraduate studies in Da’wah and Theology, along with a Diploma in Arabic Language and advanced leadership training. His academic background reflects a deep commitment to Islamic scholarship, leadership, and the promotion of authentic Islamic values.


    Professionally, Sheikh Mujuthaba has served as a Da’wah Coordinator at Jamiyyathul Salaf and has contributed to Islamic education as a lecturer at both the Uyoon Institute and the Maldives National University (MNU). Through his teaching, community engagement, and religious outreach initiatives, he has played an important role in strengthening Islamic awareness and education in the Maldives.

    Sheikh Hassan Naajee

    Sheikh Hassan Naajee is a respected Islamic scholar, educator, and community leader with extensive experience in Islamic studies, religious guidance, and academic administration. A graduate of the Faculty of Da’wah (Islamic Call) and Theology at the Islamic University of Madinah, Kingdom of Saudi Arabia, he combines strong scholarly foundations with practical leadership in Islamic education and community service.

    Throughout his career, Sheikh Naajee has served in key educational and religious roles, including Manager of the Faculty of Shariah and Islamic Studies at Villa College and Imam of Addu Meedhoo Council. He has also contributed to Arabic language education and participated in international seminars focused on Qur’anic institutions and Islamic development.

    Known for his dedication to authentic Islamic teachings, Sheikh Naajee continues to play an active role in religious outreach, mentoring, and community engagement. His commitment to promoting Islamic values, ethical leadership, and scholarly excellence makes him a valuable member of the International Halal Tourism Organization (IHTO) Shariah Board.

    Sheikh Naaji also plays an active role in developing Islamic curricula and mentoring future scholars, ensuring the preservation and dissemination of authentic Islamic teachings.
